I presume there is no airfield fire crew at Shifnal,maybe there should be.

as Shifnal is an Unlicensed airfield, fire cover is not a legal requirement. Many small farm strips are Unlicensed, what you have to consider is who is going to pay for the equipment, training and staff

An appliance (vehicle) is sometimes loaned from a nearby airfield for the biggest (& busiest) events (like the Microlight trade fair / Aerojumble weekend) otherwise it's a case of relying on the local emergency services. St John Ambulance are present at events for medical needs. A good read if you can find a copy is Country Flying by Geoff Farr, one of Pooleys books. My copy was published in the early 1980s, so I don't know if it still in print, and, of course, some of what's said (mainly, I suspect, the legal stuff) will be well out of date. but it is an interesting read, even for a non-pilot like me. It does tell you how the author treats emergencies that may arise. Most seems common sense.

In the past the Henstridge PFA fly in events used to have fire cover from Westlands or Yeovilton,now there does not seem to be anything.
