The roundels are indeed South East Asia Command. The red centre was removed from RAF & Navy aircraft operating in the arena to avoid any mis-identification with the red Japanese roundel (there were after all a number of Americans with guns in the area!). Started in around 1942 but was fairly short lived before the white centre was replaced with a pale blue one.
